The governance record around those systems is often fragmented. Policies describe what should happen. Logs show that something happened. But when an organization needs to explain whether a biometric event was authorized, purpose-bound, retained appropriately, deleted on schedule, or connected to a valid consent record, the evidence is often distributed across systems that were not designed to answer those questions together.

It also becomes harder for the individuals whose biometric data is being collected or reviewed to understand how those systems were governed.
